Updated guide on rooftop solar installation procedures under Decree 58/2025/ND-CP: documentation, notification process, and technical notes from SVP Solar.

Latest Rooftop Solar Installation Procedures Under Decree 58

When exploring clean energy investments for homes or businesses, legal procedures are always a top concern for investors. Currently, the process for installing self-generation and self-consumption rooftop solar has a much clearer and more streamlined legal framework since Decree 58/2025/ND-CP officially took effect on March 3, 2025 (detailing the implementation of the Electricity Law). To help clients understand the exact steps required, SVP Solar (Sao Viet Phat Investment Co., Ltd.) provides the comprehensive guide below.

Legal Framework and Notification Principle Under Decree 58

A fundamental breakthrough in Decree 58/2025/ND-CP compared to previous periods is shifting the management mindset from a "licensing/permit application" model to a "notification" mechanism for most small- and medium-scale self-consumption rooftop solar systems.

The main purpose of this notification is to provide operational data to regulatory authorities and the local power company (EVN), enabling them to track distributed generation capacity in the area and maintain safe, stable grid operations. Concurrently, current administrative regulations in the electricity sector impose strict penalties for unauthorized grid connections or failure to notify distributed energy developments. Therefore, regulatory compliance is mandatory before commissioning any system.

Classification of Solar Installation Procedures by Capacity

Depending on the design capacity and operational requirements, regulatory filings are categorized into specific groups:

  • Group 1 – Residential Households, Capacity Under 100 kW: This is the most common group. Customers only need to submit a notification document using Form No. 01 to the local power company and the Department of Industry and Trade (DOIT). For systems interconnected with the national grid, households are permitted to sell surplus electricity up to a maximum of 20% of the actual generation capacity back to the grid under the prevailing mechanism.

  • Group 2 – Commercial Enterprises and Businesses (100 kW to under 1,000 kW):

    • For 100% self-consumption without selling surplus power: Submit a notification document using Form No. 02 to the local Department of Industry and Trade and the local power company.

    • For systems intended to sell surplus electricity: Submit a registration dossier using Form No. 03 for appraisal by the Department of Industry and Trade, which issues a Certificate (Form No. 04) within 10 working days.

  • Group 3 – Large-Scale Projects (1,000 kW and above): Investors must complete the full statutory procedure, including investment policy approval, grid interconnection agreements, Fire Prevention and Fighting (FPF) appraisal, environmental protection approvals, and obtaining an Electricity Operation License as regulated.

  • Off-Grid Systems (Stand-Alone): No interconnection agreement with EVN is required, but notifications must still be submitted to the local Department of Industry and Trade, construction authorities, and local fire safety agencies.

Step-by-Step Rooftop Solar Installation Process

To ensure statutory compliance and safe operation, investors should follow these steps:

Step 1: Site Survey and Technical Dossier Preparation

Prior to submitting the notification, the technical team must survey roof inclination, sun orientation, load-bearing structural capacity, and the existing electrical distribution board. Based on these findings, a Single Line Diagram (SLD) and photovoltaic array layout plan are developed as the technical foundation for the filing.

Step 2: Preparing Regulatory Dossiers According to Standard Forms

A standard notification dossier includes:

  • The applicable notification document (Form No. 01 or Form No. 02/03 issued under Decree 58/2025/ND-CP).

  • A copy of personal identification (Citizen ID for homeowners) or Enterprise Registration Certificate for corporate entities.

  • Legal documents proving ownership or right of use of the building/structure or land.

  • Technical design drawings, equipment layout plans, and grid connection schemes.

Step 3: Dossier Submission and Confirmation Receipt

The investor submits 1 set of documents directly or online via the National Public Service Portal or the local power company's digital service channel. The receiving agency will issue an official acknowledgement receipt for valid dossiers.

Step 4: Installation Execution and Safety Acceptance

Once the notification procedure is completed, installation proceeds in compliance with safety standards. Decree 58/2025/ND-CP clearly specifies that all equipment (solar panels, inverters) must be 100% brand new, with verifiable Certificates of Origin (CO) and Certificates of Quality (CQ); used or second-hand equipment is prohibited. Grid-tied inverters must feature integrated anti-islanding protection, overcurrent protection, and overvoltage protection.

Upon completing construction, the system must undergo structural load safety, electrical safety, and fire safety acceptance testing prior to energization. In cases where surplus electricity is sold, the power company will coordinate technical inspections and install a bi-directional metering system.
